Yes and no, in regards to the commentary on the deleted scenes. The two scenes have brief voice over introductions by the director, which are NOT optional, but it's not an entire scene-long commentary.
What the director says...
FOR SCENE 1 - "This next series of scenes on your DVD is entitled The Director's Cut. And since I am the director, I am here to describe to you the differences in The Director's Cut. These scenes are scenes that, for one reason or another, the producers saw differently than I did. This first scene is a stylistic choice. When Eddie starts giving excuses for why he and Martin are in prison, I thought jump-cutting the excuses would add to the comedy, and actually, I still think they do. The scene that ended up in the movie was a more traditional cut that I thought actually hurt the comedy. But someday the creative people will have the power again, not the money people, says Ted Demme, so check this scene out and I hope you like it."
FOR SCENE 2 - "So here's another sequence that I thought should be shown because it is cut radically different than the version that ended up in the theater. This is the first day that we shot with Eddie and Martin in old age makeup. And it was very, very funny for me because they did a lot of ad-libbing. And the scene pretty much is all the same up until the ending, where there's another 13 seconds tacked on. And basically, you'll see in a second when Eddie turns off the light and tells Martin to go to sleep. He starts doing all these improvs, and all the improvs really cracked Martin up, and I thought it was really funny to see Martin laugh on camera, not only as a viewer, because I love seeing that kind of stuff, but I also thought it was great that in the midst of all this fighting, they really cracked each other up a lot. So, watch the end of the scene once the lights go off, and those following 13 seconds, because it is very, very funny, and I wish it would have made it into the cut."
