Are there two German subtitle tracks? One for the English audio to translate everything and one for the German dub to translate the non-narration?

Yes - one "normal" and one "Theatrical". The Theatrical one is used automatically if you choose the German audio (ie Moore's off commentary in German). These "Theatrical" subtitles are chosen automatically even if you opted for "no subtitles" in the menu - you can turn them off however by remote control. The "normal" German subtitles are for the English audio version. I amended the first entry accordingly.
